Borough Council & Mayor

Borough Council, comprised of 7 elected members, acts as the legislative branch of Millersville Borough.  The board passes ordinances, resolutions, and other policies that impact the daily lives of each resident and visitor of the community.  Council is also a quasi-judicial body, upholding or striking down certain activities of other local boards and commissions. 

In Pennsylvania, the Mayor in a straight Borough Code municipality is in charge of the police department.  The Mayor, along with members of the Council, are elected to a 4-year term.

Public Comment Guidelines

The Borough has adopted the following Public Comment Guidelines to ensure that the public comment period of Borough Council meetings is conducted respectfully, efficiently, and with the proper decorum:

  • All persons desiring to be recognized by Council shall complete the sign-in sheet stating their name and address for the record.
  • Before commenting, a person shall identify his or her name and general address for the record.
  • All persons recognized by Council shall be limited to five (5) minutes to present their comments. The speaker will be advised when the five (5) minute time limit has expired.
  • All speakers must address their comments to the Council President, and refrain from directing questions to individual Council members, Borough staff, or other individuals present.
  • Borough officials and members of the public are expected to conduct themselves with civility and decorum in all Council meetings.

Public comment is intended to give citizens an opportunity to comment on issues that are or may be before Council. It is not intended to be a question and answer period. Council response to public input at a meeting is at Council’s discretion, and no official Council action will be taken on items presented during the Citizen Requests or Concerns period. Council will either respond to the person raising the issue directly at a later date, or Council will respond to the item(s) during a future public meeting as an agenda item(s).
