The (District) was formed in 2010 through an Intergovernmental agreement between Manor Township and Millersville Borough.  On July 1, 2011, Blue Rock Fire Rescue was officially formed to become the response agency for the District.  Blue Rock Fire Rescue (BRFR) is the consolidation of the former Highville, Millersville, Washington Boro and West Lancaster fire companies.  Blue Rock Fire Rescue covers 55 square miles of Manor Township and Millersville Borough, including six miles of the Susquehanna River.

The District has a board that consists of two members from Manor Township, two members from Millersville Borough, a member from BRFR and the District Fire Commissioner. This board oversees all financing of the District’s fire and emergency management activities along with policies and procedures.  The District owns and maintains all building and equipment, taking the burden of fundraising off the firefighters.

Lancaster EMS (LEMSA) is a premier, nationally accredited ambulance service located in Lancaster County, Pennsylvania. This diverse emergency response district serves over 250,000 residents in 18 municipalities encompassing urban, suburban, and rural portions of Lancaster County. Included within LEMSA’s primary response districts are numerous tourist attractions, industries, businesses, colleges and universities.

As the busiest EMS provider in Lancaster County, Lancaster EMS answered over 37,000 requests for service in 2017 from our 10 ambulance station locations. LEMSA provides advanced life support (ALS), basic life support (BLS), quick response service (QRS), wheelchair van, paratransit, mental health sedan, and specialty transportation services. In addition to transportation services, Lancaster EMS offers medical standby coverage at sporting and mass gathering events, mobile integrated healthcare community paramedicine, and participation with the Lancaster County SWOT team and South Central Task Force.

​Lancaster EMS, in partnership with the Pennsylvania College of Health Sciences, conducts Emergency Medical Technician (EMT) and Paramedic training programs. As an American Heart Association (AHA) Training Center, Lancaster EMS serves as a trainer and facilitator for many of the courses offered by the AHA. Through continual training in their educational institute, Lancaster EMS employees and volunteers are able to administer high quality, skillful pre-hospital care and transportation to those residents and visitors in our community.
