Millersville Borough Awarded Nearly $450,000 in State Grants for Freedom Memorial Park Improvements

Millersville Borough is pleased to announce that it has been awarded $448,200 in state grant funding to support major improvements to Freedom Memorial Park, the Borough’s only public park.

The funding includes:

  • $373,200 from the Community Conservation Partnerships Program, administered by the Pennsylvania Department of Conservation and Natural Resources (DCNR), and
  • $75,000 from the Greenways, Trails, and Recreation Program, administered by the Pennsylvania Department of Community and Economic Development (DCED).

Together, these grants will support Phase 1 of the Freedom Memorial Park Recreation and Accessibility Improvements Project, a high-priority initiative identified through extensive community input and park planning efforts.

Planned improvements include:

  • Construction of a new ADA-accessible and inclusive playground designed for children ages 2–5
  • Installation of a poured-in-place, ADA-compliant safety play surface to replace the existing mulch surface
  • Replacement of outdated restrooms with new, fully ADA-accessible restroom facilities
  • Construction of ADA-accessible walkways connecting parking areas, playgrounds, restrooms, and other park amenities

“These improvements are about making sure Freedom Memorial Park is welcoming, safe, and accessible for everyone in our community,” said Rebecca DeSantis-Randall, Borough Manager. “Because this is our only municipal park, it is especially important that residents of all ages and abilities can fully enjoy it.”

The project reflects priorities identified in the Borough’s Comprehensive Plan and Freedom Memorial Park Master Plan, both of which emphasized the need for improved accessibility, inclusive recreation opportunities, and upgraded facilities. Public meetings, surveys, and steering committee input played a key role in shaping the project.

Freedom Memorial Park spans more than 21 acres and serves residents throughout the Borough, offering both active and passive recreation opportunities. The Phase 1 improvements are the first step in a multi-phase plan to enhance the park for current and future generations.

Millersville Borough thanks DCNR and DCED for their continued investment in local communities and public recreation, and thanks residents for their ongoing support and participation in the park planning process.
