Proposed Ordinances

Millersville Borough Subdivision and Land Development Ordinance (SALDO)
The goal of the Borough’s SALDO is to assist in the orderly, efficient and integrated development of land in accordance with the Comprehensive Plan. The SALDO also facilitates the rational movement of traffic, ensures coordination of subdivision and land development plans with the public improvement plans of the Borough, and provide for the proper extension of community services and facilities at minimum cost and maximum convenience. The SALDO ensures equitable handling of all subdivision and land development plans by providing uniform standards and procedures and promotes the general health, safety and welfare of the residents of the Borough. The Borough first adopted the SALDO in 1975, and it has been updated many times. This draft update helps clarify language, provides additional regulation around new land development plans, and lays out procedures for developers and property owners in a clearer format.  This update was a goal of the current Millersville Borough Comprehensive Plan.

Upcoming Action: Council has approved this ordinance for advertising and final review. Lancaster County Planning Commission review is scheduled for April 13th, 2026, with an anticipated Borough public hearing date of May 12th, 2026.
