Ordinance 2026-07 – Amend and Restate Chapter 150, Code Enforcement, of the Millersville Borough Code of Ordinances to adopt the 2024 International Property Maintenance Code as well as certain other revisions and additions
Passed May 26, 2026. This Ordinance amended the Code Enforcement Ordinance to update it according to the current 2024 International Property Maintenance Code as well as certain other revisions and additions. A notable addition of this Ordinance is an exemption permitting residents to cultivate maintained and weeded natural landscapes containing native plants as well as rain gardens. Such native landscapes and rain gardens should be registered with the Borough Office by submitting a Native Landscape & Rain Garden Registration Form, which can be found on the Borough website or in person at the Borough Office.

Ordinance 2026-06 – Amend and Restate Chapter 320, Streets and Sidewalks, of the Millersville Borough Code of Ordinances
Passed May 12, 2026. This Ordinance amended the Streets and Sidewalks Ordinance for clarity, to provide additional guidelines and regulations on street and sidewalk excavations, and to provide new guidance on street trees, street obstructions, paving moratoriums, and other regulations to protect Borough streets. This update was a goal of the current Millersville Borough Comprehensive Plan.

The goal of the Borough’s Street and Sidewalk Ordinance is to provide clear regulations on street excavations, sidewalk and curb construction and maintenance, snow and ice removal, and other standards for our Borough streets.

Ordinance 2026-05 – Amend and Restate Chapter 325, Subdivision and Land Development of the Millersville Borough Code of Ordinances
Passed May 12, 2026. This Ordinance amended the Borough Subdivision and Land Development Ordinance (SALDO) to help clarify language, provide additional regulation around new land development plans, and lay out procedures for developers and property owners in a clearer format. This update was a goal of the current Millersville Borough Comprehensive Plan.

The goal of the Borough’s SALDO is to assist in the orderly, efficient and integrated development of land in accordance with the Comprehensive Plan. The SALDO also facilitates the rational movement of traffic, ensures coordination of subdivision and land development plans with the public improvement plans of the Borough, and provide for the proper extension of community services and facilities at minimum cost and maximum convenience. The SALDO ensures equitable handling of all subdivision and land development plans by providing uniform standards and procedures and promotes the general health, safety and welfare of the residents of the Borough.

Ordinance 2026-04 – Restated and Amended Agreement for the Establishment of a Central Lancaster County Uniform Construction Code Board of Appeals.
Passed April 14, 2026. This Ordinance amended the Agreement for the Establishment of a Central Lancaster County Uniform Construction Code Board of Appeals to update the policies and procedures in the current UCC Board of Appeals agreement amongst the participating municipalities. Some of the changes involve making it easier to make changes to the agreement in the future as issues arise, clarifying term limits, selecting a legal representative for the Board of Appeals, and other clarifying language. The UCC Board of Appeals hears any appeals or requests for variances from the Building Code.

Ordinance 2026-03 – Traffic Regulations at Lafayette Place
Passed February 10, 2026. This Ordinance amended the Borough Code of Ordinances to add traffic regulations for streets within and serving the Lafayette Place development.

Ordinance 2026-02 – Dedication of Streets
Passed February 10, 2026. This Ordinance accepted the dedication of Bunker Hill, Chamberlian Lane, and Lynne Lane as part of the public road system of the Borough.

Ordinance 2026-01 – Revise and Restate §9-3, Standing Committees
Passed January 7, 2026. This Ordinance revised the Borough Code of Ordinances, Chapter 9, Borough Council, §9-3, Standing Committees, to permit Council to establish committees from time to time and removed the requirement to maintain standing Council committees.

Ordinance 2025-06 – Ordinance to Levy Taxes
Passed December 9, 2025. This Ordinance levied an annual real estate tax millage rate of 7.30 mills. This tax rate expressed in dollars is $0.730 on each $100 of assessed valuation of taxable property.
